There is a 2d fighting engine called MUGEN. It lets you download characters that people have made and put them on your own game. Mine has hundreds of characters from Ryu to Jill from Resident Evil.

Three of the top five hits on this forum have been for MUGEN characters. There is only one or two topics that even mention MUGEN. I am going to make a MUGEN section, that may bring some new people in, or at least get them to stay on the site longer.

Search for it on Google, but many of the sites are outdated. When I make the section I'll host a bunch of downloads.

Also I just checked, and our #1 entrance page goes to about99.html. Which is a MUGEN topic. We even got a few registered users out of that topic.

Yes. It's a 2D fighter like Street Fighter. You play it on your PC and add whatever characters you can find to your game.

Just search Google for MUGEN. You will find many pages. I downloaded all I have last year. If you download, you probably want WinMUGEN. It works better in windows than regular MUGEN.

While this has no actual impact on the legality of the materials in question, it has presumably served to help avoid any legal pressure from the copyright holders. But some copyright holders, such as Capcom are said to understand that it is just a fanart work and don't care about it. The work material has two categories: the content of the SFF (sprite format, based on PCX images) and SND (audio format based on WAV) files are copyrighted by the respective owners (like Capcom, SNK, etc); the other files, like CMD (command file), AIR (animation file) and CNS (constant and state definitions, the main file of a Mugen character) are copyrighted by the author of the character or the stage. Elecbyte stated that the reason why the code files were text-based and directly processed by the engine in this manner was so that users could learn from each other, yet there has been a great deal of controversy regarding permission (or lack thereof) between coders.

Of course we will have a disclamer stating if you are the legal owner of the character/stage/MUGEN, and want us to remove the character/stage/MUGEN, then please contact us with proof and we will remove it.

Like it said, the legality is convoluted. This way if anybody does not want there property here then we will remove it. That should cover us.

No, besides it being a little buggy I don't see any reason why it would be a problem. If the owners of the game ever resurface and say "don't play our game" then we'll all remove it. It was distruted as freeware, so they can't really do anything to us except ask us to remove it. Sry, I'm still working on it. Things have been hectic for months now, it can be difficult to find extra time to get things done.

The company who made the program no longer exists. The characters are made by people and if they didn't want them shared then they wouldn't share them. Capcom has never 'shut' down any MUGEN sites, even though it uses their characters. They wouldn't go after the person, they would go after the site. And even then they would just ask to remove the content.

I have been out of town, so I will get this up when I get back.
