The best resource for mugen is Streetmugen.com. They have it all. I will eventually put up what I have too.

If I entergrate a MUGEN section with about99.htm (the other mugen topic) then we may get more registered users.

I think Street Mugen has it. You want to download Win Mugen, it works better than dos Mugen.
