well it doesnt seem to be as easy as clicking a button i think stites stopped it once but then people moaned they werent getting any e-mail or something so he put it back there is a balance to find and it will take time to find it

It was because poeple couldnt register, they would not get the registration email.

I am working on stopping it. Unfortunately hotmail and yahoo changed their spam filtering and a lot of forums emails started going into spam or bulk message folders and nobody ever checks those.

When the forum got moved from the old company to the new one some errors occurred. I have been talking to the guys at phpbb about it, and they may be able to help.
